我认为watching作的应该是伴随状语，而seated是过去分词表示状态的用法。（仅供参考）

我来说说我的理解吧
我认为这是with的复合结构 with+宾语+宾语补足语（with+the people+watching）
seated on beaches, chairs or boxes是分词作定语修饰前面的people
事实上我们可以将这个结构这样写就更清楚了：
with the people seated on beaches，chairs or boxes watching
